Who can claim a Korea tax refund?

How does immediate tax refund work?

Immediate refund removes eligible tax at the point of sale when the transaction is below KRW 1 million and the visitor's cumulative immediate-refund purchases are no more than KRW 5 million. Present the passport and follow the store's identification process. Confirm that the final receipt shows the refund treatment before leaving. If the purchase exceeds the threshold, use another eligible refund method rather than asking the cashier to split a genuine single transaction artificially.

Immediate refund is convenient because no later cash collection is normally needed for that transaction, but retain the goods and documentation until departure requirements are satisfied. Customs can still enforce export rules. Do not pack or consume an item in a way that makes inspection impossible before you know whether confirmation is required.

How does downtown refund work?

Downtown refund counters can process eligible purchases before airport departure. KTO lists a per-transaction ceiling of KRW 6 million for this method. The operator may require a payment card guarantee and can reverse or charge the amount if customs export confirmation is not completed. Read the counter's terms, keep every document and allow airport time for any required validation.

A downtown refund does not eliminate the export requirement. It changes where money is issued, not whether the goods must leave Korea. Save the operator name and support details, and do not place all documents inside checked baggage. How do airport refunds work?

Keep goods accessible through customs

At departure, obtain a boarding pass or check-in status while telling the airline that refund goods may need customs inspection. Do not surrender the relevant checked bag until the required customs confirmation is resolved. Present passport, sales certificate or refund voucher and the goods if requested. After customs validation, check baggage and complete the refund through the responsible kiosk or counter. The exact order can vary by terminal and operator.

Arrive earlier than your usual international-departure buffer, especially with several refund forms or high-value goods. What is the difference from duty-free shopping?

Duty-free stores sell eligible goods without specified duties and taxes under their own purchase and pickup rules. Tax Refund stores charge or account for tax on goods bought in ordinary retail, then return an eligible amount through immediate or later processing. A Duty Free sign and a Tax Refund sign are not interchangeable. Follow the receipt and operator instructions for the system actually used.

Airport duty-free pickup, sealed goods and allowance rules can also involve customs in the destination country. A Korean tourist refund does not determine what you may import elsewhere. Check your home or next destination's official customs allowances separately and declare goods when required.

What purchases cause problems?

Common failures include buying at a nonparticipating store, losing the voucher, using or opening inspection goods, packing them beyond reach, missing the three-month export limit or misunderstanding eligibility. Name or passport-number mismatches can also delay processing. Review each receipt on purchase day when the shop can still correct an error.

Do not combine receipts from unrelated stores to meet the KRW 15,000 minimum unless the authorized refund system explicitly treats them as one eligible transaction. Do not rely on a handwritten promise or an unofficial kiosk. The merchant, customs service and authorized refund operator each have different roles; keep evidence from all required steps.

How should you organize refund documents?

Create one envelope or digital checklist by operator. Record store, date, amount, refund method and whether customs confirmation remains necessary. Keep passport and physical forms in carry-on baggage. Photograph receipts as backup, but a photograph may not replace an original or valid electronic record.
